·          The regular meeting of the Albany-Saratoga Base was called to order by CDR Singleman at 7:10 p.m. with 38 members and 3 guests present. This month’s meeting was held at the American Legion Post 70 in Saratoga Springs New York.

·          The Base bell was tolled for each boat lost during the month of October.

WWII Sub Vets were asked to stand and be recognized. Ralph Folger, Walt Bydairk, and Ray Koch were applauded.

The Base Secretary reported there was a quorum present.  The minutes of the previous months meeting has been either mailed or e-mailed to the members and therefore the reading of these minutes of was waived. A motion to accept the minutes as published was made by Fritz Feldhaus and seconded by Tom Glenn.

The Base Treasurer gave his report. The bank balance for the Base at this time is: $3021.07.  A motion was made by Walt Barden and seconded by Mike Stoneback to approve the report.

 Reports on Standing Committees

George Gasser gave a quick overview of the Convention.

Many, many positive comments have been coming in about how enjoyable the Convention was.

A discussion was held as to whether the Base should refund the registration fees of people who could not or chose not to attend the convention. The registration form indicated that registration fees were not refundable. Any fees in addition to the registration fees have been fully refunded to anyone who did not attend the Convention and requested a refund. After much discussion it was voted to refund the registration fee for anyone who requests a refund but not to automatically send refunds to everyone who did not attend.

Additionally it was voted on to reimburse the vendors who suffered thefts during the convention. This amounted to approximately $260.00 for the three vendors involved.

If was noted that the Saratoga City Center charged us over $700.00 for security at the hospitality tent when we had previously agreed to provide our own security. Also they charged us $150.00 to move the Lost Boat Flags from inside the City Center to the Lobby of the Prime Hotel. We are attempting to get those fees dismissed.

We still have a number of patches, bags and shirts from the Convention. They will be offered for sale at meetings and on the base web page.

 New Business

Donations for Thanksgiving dinner for the sailors can be made through Groton Base

Ed Luther fell and broke his hip, he is recovering in the Saratoga Hospital

Several amendments to the Base By-Laws were proposed, they will be mailed or e-mailed to Base members and voted on at the November meeting.

The next major project for the Base will be monument for NY State Submariners. We are working a getting a sail.

There is no planned Base participation in any of the Veterans Day ceremonies in the area.

There being no further business, CDR Singleman led the base in the Creed of the USSVI and the meeting was adjourned.

The next regular meeting will be on November 17, 2004.  This meeting will be held at the American Legion Post 70 on West Avenue in Saratoga Springs NY.
